Emmy Allio and Maurice Okore report that 30 officers, including lieutenant generals David Tinyefuza, Elly Tumwine and Salim Saleh, will graduate. They are the pioneer students of the college.
The graduation comes as a relief to army officers undergoing trial for allegedly creating ghost soldiers on the army payroll. The cases had been delayed because the court chairman, Lt. Gen. Elly Tumwine, was attending the course.
