Mayombo, Kayanja, Saleh sent to school

President Yoweri Museveni has sent senior army officers, including Lieutenant Generals David Tinyefuza, Elly Tumwine and Salim Saleh for a year’s staff duties course in Jinja, sources said yesterday.

During a visit to the Senior Command and Staff College in Kimaka, defence minister Amama Mbabazi said the college would open on July 26 with 30 students.

The Commandant of the college, Maj Gen. Ivan Koreta, told the minister that the college would link up with other institutions of higher learning like Makerere University.
Others to attend the course are the Chief of Military Intelligence, Col. Noble Mayombo, the Director General of Internal Security Organisation, Col. Elly Kayanja, former chief of logistics and engineering Brig. Julius Oketa and former assistant chief of staff Col. Fred Tolit.

Officers to attend the course include 20 colonels and lieutenant colonels plus three majors. Among them are Col. Sula Semakula, Col. Samuel Waswa and Col Samuel Kawagga.

Army spokesman Maj. Shaban Bantariza said, “the course is for senior officers only.”
Asked about whether some officers would resign their offices, he said, “I think those with non-delegatable offices may have to quit. I do not see any reason why those with deputies should quit.”

If Bantariza’s interpretation is accurate, then Lt. Gen. Elly Tumwine may have to resign his post as chairman of general court martial.

Sources said Mayombo and
Kayanja may not relinquish their posts since they have deputies.
Bantariza said the Jinja school is the only one in East Africa for senior staff and is part of the East African Protocol.
