NTOROKO - The local government minister, Balaam Barugahara, has been stopped by angry residents in Karugutu, Ntoroko District, as he headed to Bundibugyo for his 'Expose the Corrupt' anti-graft campaign.
The residents, carrying placards, accused police officers in the area of staging illegal roadblocks to extort money from locals, especially boda boda riders.
They also alleged widespread corruption at the district, claiming that district vehicles are sold off in unaccounted-for deals.
The vendors at Karugutu Market complained that despite paying taxes, the district does not collect garbage from the market.
They said the market floods during rains, has no running water, and access roads are in a poor state, making it difficult for customers to reach them and affecting sales.

The vendors further said they are charged sh30,000 annually in market dues, which they described as too high.
Residents also accused police officers of getting drunk during duty hours, affecting their performance.
At Karugutu Health Centre IV, residents reported that women who go to give birth are asked to pay money and that drugs meant to be free are sold to the public.
The residents led the minister to the health facility, where he promised to follow up on their grievances to ensure those found corrupt are held accountable and charged.
