The Government says it has capitalised Parish Development Model (PDM) programme SACCOS with shillings 529 billion.
Finance Minister Matia Kasaija, on November 18, 2025, told the media in Kampala that his ministry has released the first tranche of sh529 billion for the capitalisation of PDM SACCOs in FY 2025/26.
"Starting tomorrow, all the 10,589 verified PDM savings and credit co-operative organisations (SACCOs) will receive shillings 50 million each directly into their PDM SACCO accounts," the finance ministry posted on social media.

Launched in February 2022 by President Museveni, PDM aims to transition 33% of Ugandan households from subsistence to the money economy by promoting income generation, food security and wealth creation at the parish level.
The programme involves multiple implementing agencies at various levels. The local government ministry leads co-ordination at the national level, while district and parish authorities are responsible for implementation on the ground.
Key sectoral players include the agriculture ministry (MAAIF) and the Uganda National Bureau of Standards (UNBS), which are working to ensure quality control in product processing and encourage micro, small and medium enterprises (MSMEs) to pursue certification.
Other institutions, such as the Ministry of ICT and National Guidance and the Uganda Bureau of Statistics (UBOS) are involved in areas like community mobilisation and data collection.
In a post on social media today, November 18, the finance ministry says: In accordance with the PDM policy, the Government releases PDM funds in two tranches of shillings 50 million for each PDM SACCO every six months.
"The Parish Development Model is no longer a theory; it is a reality. It is in your parishes. It is in your households. PDM is growing bigger, stronger, and more impactful," Kasaija said, while releasing the funds at the finance ministry headquarters in Kampala city.
According to the ministry, the Government has so far transferred shillings 3.216 trillion directly to 10,589 parishes, and each has now received at least 300 million.
"99% of these funds have already been disbursed to 3.27 million Ugandans".
