Police on Wednesday, August 5, 2026, said they had arrested a 13-year-old casual worker and resident of Kooki D Cell, Lyantonde District, on allegations of using offensive language targeting government officials.

Kasirye Twaha, the Greater Masaka police regional spokesperson, said the suspect, Clever Twikirize, alias "Mad Hunter," was arrested by the Lyantonde Police after videos of him hurling insane and vulgar words targeting key government officials went viral on social media.

“Preliminary investigations indicate that the suspect had been posting content containing vulgar and offensive language, deemed inappropriate, particularly for a child of his age,” Kasirye said. 

Twaha revealed that following intelligence-led investigations, the suspect was swiftly tracked down and arrested from his hideout in Kooki C Cell, Lyantonde District.

“He is currently in police custody as investigations into the matter continue,” he added.

Incitement to violence is a criminal offence under Section 83 of the Penal Code Act. It applies when a person urges, directs, or encourages others to commit acts of violence against individuals or groups based on factors like race, political opinion, or origin.

It legally requires proof that the speech or action directly prompted another person to carry out an actual act of violence.  Conviction can lead to imprisonment, depending on the severity and outcome of the incited acts.
