NRM CEC hopeful Mulenga calls for entrepreneurs’ voice at all leadership levels

As nominated Central Executive Committee (CEC) candidates continue to woo delegates to vote for them during the National Resistance Movement (NRM) delegates' conference, King Ceasor Augustus Mulenga has called for equal representation of entrepreneurs from Local Council (LC1) to Parliament.

Mulenga, who is vying for the Entrepreneurs League chairperson position in the CEC, argues that all other leagues, including the women's league and workers’ league, are well represented from LC1 to Parliament, yet the Entrepreneurs League is not, despite being part of the NRM party structures.

“The question is, why are entrepreneurs seeking representation or equalisation or standardisation like other leagues. The issue is very simple.

If those part of the party structure and also the entrepreneur’s league is part of the party structure, it is only correct to make it fair for entrepreneurs so that they are also represented from the LC1 to parliament,” Mulenga said.

“The entrepreneurs need to be represented, and this is what I call fairness,” Mulenga said yesterday while meeting delegates from the central region in Nakasero.

When asked where his strength lies as a contender for the Entrepreneurs League position, Mulenga said, “My strength is in having cash. I have cash, skills, and zeal to positively impact humanity.”

While meeting the delegates on August 2, 2025, Mulenga commissioned a Savings and Credit Cooperative Organisation (SACCO) and invested sh100m for the delegates from Kampala.

He promised to invest a further sh1.2b in 17 additional regional SACCOS across Uganda.

However, the delegates will only be able to access the funds within the SACCOS after the delegates' conference scheduled for August 27 and 28 at Kololo Independence Grounds.

“In the meeting, the delegates resolved that the SACCO be joined by all the Ugandans who have money to join hands together and impact the society.

The SACCO is going to have money in it, and the Ugandans who are doing business will have to borrow at an interest rate of one percent per month or 12% per year,” Mulenga said.

Mulenga noted that the biggest challenge to humanity is capital, adding that God has given us everything, but the missing gap is capital.

“SACCOS is an institution where one aggregates capital. You bring in money, which many people have, more than others, and once this money is aggregated, it is used by those who do not have it but have ideas, and it is used to innovate products and services,” Mulenga said.

Mulenga observed that many Ugandans were taught to pursue white-collar jobs, which isn’t bad, but said it is time to reconsider.

“We are calling upon all Ugandans to rethink that if you have a degree in any course but you have no job, the issue of the white-collar jobs is ending now because the population of Uganda is increasing, and there can only be 400,000 people employed in government jobs.

It is high time we started thinking of the jobs we can create for ourselves and children. We need to change the strategy and be a skilled human resource,” Mulenga said.

Mulenga noted that there have been many SACCOS in Uganda, but the majority have collapsed due to high borrowing interest rates, poor record keeping, or leaders attempting to manage everything without the necessary expertise.

According to the NRM Secretariat, 305 candidates were nominated to contest for various CEC positions.

Mulenga is contesting with Robert Mwesigwa Rukaari, Hassan Basajjabalaba, Edison Ruyondo, Philip Kakuru, Mukesh Shukla Babubhai, Sanjy Tanna and Gyaviira Ssemwanga for the CEC chairperson Entrepreneurs League.
