Museveni courts NRM strongholds Buliisa, Hoima

National Resistance Movement (NRM) party Presidential candidate and the incumbent, Yoweri Museveni, today, December 11, 2025, took his vote hunt to the districts of Buliisa and Hoima, aiming to extend his 40 years in power. 

This is his third day in the Bunyoro region, which is predominantly NRM after campaigning in the districts of Kibaale, Kiryandongo and Masindi.

 

 



In the last general election, Buliisa had 44,869 registered voters, and out of these, 28,326 (63.1%) voted

Museveni polled 19,316 (72.5%) votes in the district while his main rival, Robert Kyagulanyi of the National Unity Platform party, garnered 6,152 (23.1%).

In Hoima, there were 90,617 registered voters, and out of these, 55,703 (61.3%) voted.

Museveni got 38,431 (72.9%) votes while Kyagulanyi received 10,973 (20.8%).

Kyagulanyi, the musician-turned-politician, is again Museveni's main challenger as he had a significant impact on the 2026 campaign.

The race also has six other candidates, but Kyagulanyi continues to fight a fierce battle to win voters’ hearts and tap into the discontent felt by those who have not benefited from the current leadership.

 

 



Buliisa has a population of 167,894 people scattered across 10 sub-counties/town councils and 131 villages. It now has a total of 61,122 registered voters, an increase of 16,253. The polling stations also increased from 96 in 2021 to 148.

In Hoima, there are 123,929 registered voters now and 290 polling stations, up from 173 in 2021. It has 257,544 inhabitants living in 14 sub-counties/town Councils and 319 villages.

By the time of writing this story, Museveni was set to hold his first rally of the day at Buliisa Town Council grounds in Buliisa, and the second and final political event at Boma Grounds in Hoima City later in the afternoon. 

He is campaigning under the theme: “Protecting the Gains, Making a Qualitative Leap into High Middle-Income Status."

The theme focuses on safeguarding achievements over the past 39 years, such as peace and development, while aiming to propel Uganda to a high middle-income status.

Other gains include wealth creation initiatives, job opportunities, service delivery, market access, as well as East African political federation.
