Maj. Gen. (rtd) Mugisha Muntu, the presidential candidate for the Alliance for National Transformation (ANT), has pledged to elevate Warr Health Centre IV to a hospital and tarmac the 119-kilometre Zombo road if elected president.
Speaking during a campaign rally on Monday (December 8) at Warr trading centre, Warr town council, Ora county in Zombo district, Muntu stressed the need for improved healthcare infrastructure and better road networks in the region.

“We will upgrade Warr Health Centre IV to a hospital, providing quality medical services to the people of Zombo and surrounding areas,” he said.
Muntu’s pledge forms part of a broader vision to transform Uganda’s healthcare sector and strengthen the country’s infrastructure. He also promised to increase funding for healthcare, education and infrastructure development.
The elevation of Warr Health Centre IV to a hospital is expected to benefit thousands of people in the region, who currently have limited access to quality medical care.

The health centre, now a Level IV facility, would be upgraded to provide specialised medical services including surgery, paediatrics and gynaecology.
Muntu’s promise has been welcomed by the local community, who have long called for better healthcare services, according to Francis Bolingo, a district councillor contestant on the ANT ticket.
“We are excited about Muntu's promise to upgrade our health centre to a hospital,” said Bolingo. “This will make a huge difference in our lives, especially for expectant mothers and children.”

The tarmacking of the 119-kilometre Zombo road is also expected to boost trade and commerce in the region by making it easier for farmers to transport produce to markets.
“When elected as president, I promise to tarmac the road from Nebbi, Goli, Zombo to Zeu up to Vuura, which is a 119 km stretch,” Muntu pledged.

Zombo district is bordered by Arua district to the north, Nebbi district to the east, and the Democratic Republic of the Congo to the south and west.
The town of Zombo, where the district headquarters are located, lies approximately 70 kilometres south of Arua, the largest city in the West Nile sub-region.
