Kabanda seeks to unite Kampala Central voters under inclusive leadership

Kabanda reaffirmed her loyalty to the National Resistance Movement (NRM) and called upon voters to elect all NRM flag bearers, from President Yoweri Museveni down to local council leaders.

In a passionate address to her supporters, Kampala Capital City Authority (KCCA) minister Minsa Kabanda has pledged to offer non-partisan and inclusive leadership if elected as the Member of Parliament (MP) for Kampala Central in the 2026 General Election.

Kabanda made the remarks shortly after being nominated on October 22, 2025, at Nakivubo Blue Primary School, where she arrived in a convoy flanked by hundreds of jubilant supporters. The scene was filled with cheers and chants as she stepped out to launch her campaign officially.

She promised a leadership style that would unify rather than divide, stating that she intends to serve all residents regardless of their political affiliation, religious beliefs, gender, or physical ability.

"I want to assure you that I will work with all residents to ensure their issues are addressed in Parliament. Expect quality representation grounded in your opinions and advice," she said.

Kabanda noted that while she has served as a policymaker in Cabinet, her goal now is to take the people’s voice to Parliament and ensure government services reach every corner of Kampala Central.

"I'm here to save you from misrepresentation. I know the needs of our youth, women, business people, and all residents of Kampala Central. I’ve delivered as a minister, I can do even more as your MP," she added.

Pledging prosperity under the NRM banner

Kabanda reaffirmed her loyalty to the National Resistance Movement (NRM) and called upon voters to elect all NRM flag bearers, from President Yoweri Museveni down to local council leaders.

"Once elected, we will fully implement the NRM manifesto and protect the gains our country has achieved. Prosperity should be for everyone," she said.

She also revealed plans to embark on a door-to-door campaign to ensure all voters are reached personally and convinced by her message of service and transformation.

Kabanda is set to face stiff competition in the race, including from National Unity Platform (NUP) Secretary General David Lewis Rubongoya and other contenders.

Kabanda’s political journey spans various leadership levels, including LC I, LC II, LC III, and LC V. Her rise through the ranks has given her a deep understanding of grassroots challenges, which she says will inform her agenda in Parliament.

The nomination and campaign launch event drew several high-profile figures who pledged their support, including Col David Karuhanga, who appealed to youth to uphold peace during and after the election period.

"I fought in Luwero for the peace we now enjoy. Let’s preserve this peace and use it to promote development," Karuhanga said, urging the youth to vote for President Museveni and other NRM candidates.

Defections and shifting allegiances

Hajji Ssekiziyivu, a councillor for Nakivubo parish in Kampala Central Division and former NUP leader, announced his defection to the NRM at the event. He pledged to support all NRM candidates, stating that it was time to prioritise development over populist politics.

"We need leaders who can deliver services, not just empty promises. I stand behind all NRM flag bearers," he said.

Bob Kakuru, chairman of the Patriots Club Uganda, represented Chief of Defence Forces Gen. Muhoozi Kainerugaba at the event. He reassured the public of security during the elections and urged voters to support President Museveni and Kabanda.

"The General has asked me to convey his support for Hon. Kabanda and the NRM flag bearers. He is not backing any independent candidates," Kakuru emphasised.

What the voters say

Residents also shared their expectations of Kabanda, should she be elected.

Jennifer Nankya, a hawker from Kisenyi II, asked Kabanda to advocate for a convenient and accessible workspace for informal traders.

"We need a market that is close to our customers, not like the Usafi market, which is too far. Please help us find a better solution," she said.

Rashid Mujabi from Kagugube stressed the need for development programmes to reach the youth in informal settlements.

"Many young people in the ghettos have been left behind. We need someone who will ensure government programmes reach the last mile," Mujabi said.

The event was attended by several NRM leaders, including Central Executive Committee member for Kampala, Salim Uhuru and Amina Lukanga, the NRM flag bearer for the Kampala Woman MP seat.

Kabanda wrapped up her remarks by thanking supporters and calling for peaceful, issue-based campaigns.

"Let’s campaign in unity, guided by the principles of service, honesty, and inclusivity. Kampala Central deserves better, and together, we’ll achieve it," she concluded.
