KAMPALA - The Uganda Police Force, together with other security agencies, has banned processions, parades, and rallies during the nomination process, which are prohibited under EC and public order guidelines.
The Electoral Commission (EC) is scheduled to conduct parliamentary nominations on October 22 and 23.
On Tuesday, the security agencies issued a set of stringent guidelines to ensure order, safety, and minimal disruption to public life.
In a statement released by police spokesperson Rusoke Kituuma, access to nomination centres will be restricted to only invited persons and candidates.
He said the move is aimed at limiting crowds and ensuring the smooth conduct of the exercise across designated locations.
“Access to nomination centres is strictly controlled. Only invited persons and registered candidates will be allowed entry,” he noted.
According to the guidelines, traffic to and from nomination venues (EC district headquarters) will be heavily regulated to prevent congestion, with specific routes designated for candidate convoys and support vehicles at the various nomination centres.
“We shall regulate convoys of candidates. According to the EC regulations, each candidate’s convoy must not exceed two vehicles, with no more than 10 occupants per vehicle. Candidates are not allowed to hold processions,” he added.
He stressed that the laws governing elections, public order and traffic remain fully enforced during ‘this period’.
He stressed that supporters must operate within the legal framework.
The police also reminded candidates that citizens’ rights and daily life must not be disrupted by campaign-related activities.
“Candidates planning post-nomination rallies must coordinate with area police commanders (DPCs and RPCs) to agree on suitable venues.
Nominees should avoid holding rallies in locations such as markets, near schools or hospitals to prevent disruption of businesses and traffic,” Kituuma advised.
