KAMPALA - The State House Anti-Corruption Unit (SHACU) on Tuesday, October 21, 2025, said three suspects who were arrested or allegedly attempting to extort money from a church leader from Jinja are scheduled to be charged with forgery and impersonation.

SHACU reported that the trio who targeted Pastor David Fredrick Isanga of Universal Apostles Fellowship Church of Righteousness, based in Jinja, were nabbed in a joint operation with the Criminal Investigation Directorate (CID) and Internal Security Organisation.

Sources close to the investigations reveal that prosecution will provide evidence in the case of forgery, uttering false documents, and impersonation of public officials.

Addressing a press conference at the Unit offices on Tuesday, Israel Ochwo, the Deputy Head - SHACU, named the suspects as Aggrey Kintu alias Kenneth Werage, Moses Isiko alias Moses Isabirye and Herman Nuwagira, who allegedly falsely presented themselves to the pastor claiming to be investigators from SHACU.

He accused them of lying to the pastor that he was under investigation for dealing in fake US dollars, and he needed to pay them 20 million so that the investigation against him could be closed.

Between September and October 2025, the group repeatedly summoned the pastor, who initially tasked a church elder Dr. Micheal Kyakula and a lawyer, Isabirye Derrick, to meet purported investigators who repeated their demands at a meeting at a private restaurant in Nakasero.

Prosecution plans to inform court that on October 7, 2025, the trio sent a forged letter again summoning the pastor.

The summons required him to appear at the Anti-Corruption Unit's offices at Kingdom Kampala Building for interrogation regarding a "Black Dollar scam" and fraudulent dealings with other scammers.

Sources close to the investigations have revealed that SH-ACU was tipped off by our sister agency, ISO.

The pastor was advised to comply with the fake summons and proceeded to meet the fraudsters at Kingdom Kampala Building, where they repeated their demands and were arrested in the act.

During a search of the suspects' belongings, a copy of the forged summons was recovered.

Ochwo thanked the Pastor and his team for their vigilance. He urged the public to report any suspicious activities to the relevant authorities or contact SHACU on their toll-free line at 0800202500.

The church’s lawyer, Derrick Isabirye, expressed gratitude to SHACU for their swift response in arresting the suspects, who were attempting to defraud his client.
