Senior cop accused of assaulting Kyanja female shop attendant gets bail

A senior police officer, accused of assaulting a female Supermarket attendant at a petrol station in Kyanja, Kampala, has been released on bail.

Assistant Superintendent of Police Clive Nsiima Barigye, 34, a counter terrorism officer attached to oil and gas, is accused of unlawfully assaulting Pellan Atuhumuriize and damaging her mobile smartphone.

On Thursday (October 16), City Hall Court presided over by Senior Principal Grade One Magistrate Nicholas Aisu granted Barigye a cash bail of sh1m, ruling that his sureties are substantial.

“The sureties the accused presented are capable of making sure he returns to the court whenever needed for trial,” Aisu said.

The court directed the accused’s sureties to execute a non-cash bond of sh5m each. The sureties are Daniel Kantayomba, Mark Igumira and Cynthia Nkwanzi, all relatives of the accused.

Senior State Prosecutor Mercy Yamangusho informed the court that investigations into the matter are complete and asked for a hearing date. Subsequently, the court adjourned the matter to November 6, this year, for hearing.

Barigye is battling charges of assault occasioning actual bodily harm and malicious damage. Under sections 219 and 312 of the Penal Code Act, the offences attract maximum sentences of five years imprisonment, on conviction.

Barigye was arrested and charged, following a video which circulated on social media depicting him assaulting a female attendant at a Shell Petrol Station.

It is alleged that Barigye assaulted Atuhumuriize when she reportedly asked him to pay for items (beer and condoms) he had purchased, amounting to sh30,000.

It is alleged that Barigye smacked the young woman in the face before slapping her again. Atuhumuriize then cried loudly, attracting the attention of other people, including a security guard.

Subsequently, Atuhumuriize reported the matter to Kyanja Police Post.

Allegations

Prosecution alleges that Barigye, on October 7, 2025, at Shell Petrol Station Kyanja in Kampala district, wilfully and unlawfully assaulted Atuhumuriize, thereby occasioning her actual bodily harm.

Prosecution further purports that the accused on the same day damaged a mobile smartphone, Infinix Hot 10, blue in colour, the property of Atuhumuriize.

Crime report

According to Uganda Police Force’s 2023 Annual Crime Report, released in February this year, more than 15,300 cases of assault and threatening violence were recorded, which was 9% of all reported crimes.
