NGOs urged on camping closer to aid beneficiaries

Non-governmental organisations (NGOs) offering humanitarian support to the communities should camp at the respective sub-counties, closer to the people who need their support, not at the district headquarters.

Ag. Moroto Resident District Commissioner Justine Tuko made the call during the one-day budget conference for Moroto local government held at the district chamber hall on November 04, 2025.

“Get space at the sub-county and do your work,” he said, adding that personnel should provide offices.

Tuko further told development partners that their work is at the sub-counties, not at the district headquarters.

"We shall come to the sub-county and monitor your performance before holding a budget conference."

Tuko said that the district was appreciative of the supplementary work, helping the government to deliver, adding that as partners, some of you have done your best.

He, however, advised the NGOs to desist from self-allocation, saying it’s the district that has the authority to assign you as a partner.

Tuko said the district understands the challenges and vulnerability of its people and that there is a need to go beyond the donor policies.

He appealed to the NGOs to work together with the district to ensure the work plans are harmonised.

Information available indicates that the Moroto district local government is home to over 80 NGOs.

Lotisan sub-county chairperson Robert Akiki Adupa accused some development partners of imposing themselves on the administrative areas.

He said most of the development pay courtesy visits to the district only to be seen later doing their work in 'our areas'.

“We at the sub-counties suffer with NGOs,” Adupa noted, adding that its districts benefit at the district headquarters.

He, however, cautioned politicians against buying illicit gin for the locals, saying it was escalating crime.

On the budget

Moroto chief administrative officer Kassim Kutosi Nasibu highlighted the budget strategy that seeks to deliver the “tenfold growth of the economy.”

He added that the approach prioritises investments in four key areas: Increased value addition to agriculture, minerals, tourism, oil and gas.

He thanked the development partners for the continued support to the district at the same time taking keen interest in the proposed budget for the FY 2026/2027.

Nasibu implored the heads of departments and accounting offices at the local governments to effectively implement the guidelines.

Moroto district has earmarked shillings 22 billion for the financial year 2026/2027.

The theme: Full monetisation of Uganda’s economy through commercial agriculture, industrialisation, expanding and broadening services, digital transformation and market access, aims at increasing economic growth to over eight per cent.
