More in Kasese, Kiryandongo, and Wakiso districts charged over PDM fraud

Police detectives are investigating allegations of extortion and abuse of the Parish Development Model (PDM) programme following a directive from President Yoweri Museveni.

The probe, according to the Presidential Press Unit (PPU), is headed by SSP Byaruhanga Mworozi, Special Presidential Assistant – Police Affairs, in coordination with the Territorial Police.   

The inquiry follows recent complaints to President Yoweri Museveni from different communities during his Presidential campaign engagements in Kasese, Kiryandongo, and Entebbe.

While in Kasese District on December 04 2025, three people, including a female Councillor, Joy Masika Joy of Kamayiba Ward, Central Division, reported to President  Museveni cases of alleged abuse of the PDM programme within Kasese Municipality.

PPU has reported investigations established that nine enterprise groups had been defrauded.

Four people, namely, Teopista Biira and Christine Biira, Paul Wameyo, and John Mugisha, consequently appeared before the Grade 1 Magistrate’s Court on January 06, 2026, and were charged with obtaining money by false pretence under Kasese CRB 872/2025. 

After a few days on remand, they received bail on February 10th.

Investigations into additional related case files are ongoing.

In another case, the communities in Kiryandongo District, on December 10th reported mismanagement and extortion linked to the PDM programme.

A follow-up engagement was consequently held on 12th December between SSP Byaruhanga, the Territorial Police, and complainants from Panyadoli Sub-county.

The PPU release also reveals that two cases of the 14 cases under investigation and prosecution have been concluded, leading to the conviction of six accused persons.
They are: Akello Esther, Abalo Margaret, Bugumirwa Patrick, Aluku Joel, Amusolo Eunice, and Mukwana Jacob.

Meanwhile, the Wakiso cases stem from a January 5th 2026 report from Entebbe.

During President Museveni's campaign trail, one Nakasoma Tereza, also known as Nabakyala of Namulanda, reported that 14 beneficiaries in her group were defrauded of money during registration with Namulanda PDM SACCO.

Following investigations, Joseph Kalega and Henry Kiboway, the executives, were arrested on 7th January and charged with 15 counts of obtaining money by false pretense under Kajjansi CRB 22/2026.

The accused persons appeared before the Kajjansi Grade 1 Magistrate’s Court on 11th February 2026 and were remanded. The matter is scheduled to return to court for further hearing on April 20th.

Encouraging the public to  always report such cases to the relevant authorities, the PPU further states that, "whistleblowers should  come forward with credible information, and deter those who may intend to misuse funds meant for the transformation of households."
