Medic, lab technician further remanded over forged documents

The Buganda Road Chief Magistrates’ Court has further remanded a medical officer and a laboratory technician to Luzira Prison for allegedly forging documents purporting to be from the Office of the President.

Last month, 50-year-old Charles Mulyansaka and Moses Mwesigwa, 34, appeared before Chief Magistrate Ronald Kayizzi and denied the charges.

The duo is being charged alongside Moses Seruma, 39, and 52-year-old Peter Watum.

They are battling charges of forgery, uttering false documents and attempt to commit a felony.

Under Ugandan law, the offences of forgery and uttering a false document elicit a jail term of 14 years, on conviction, while attempt to commit a felony attracts a three-year jail term.

The accused also face a charge of electronic fraud, an offence that attracts a maximum sentence of 15 years’ imprisonment, upon conviction.

On Tuesday (August 12), when the case came up for mention, Senior State Attorney Viola Tusingwire informed the court that investigations into the matter were still ongoing and asked for an adjournment.

This prompted the magistrate to further remand the accused persons until August 25 for mention.

Allegations

Prosecution alleges that the accused on July 2, 2025, in Kampala, with intent to defraud Furkan Gumran of Sirius Blue Chemical Manufacturing Company Limited, made a false document (confirmation of supply of universe Adblue) purporting it to have been issued by the Office of the President, whereas not.

Adblue Solution is a high-purity urea solution used in modern diesel engines to reduce nitrogen oxide emissions.

It is alleged that Mulyansaka on July 2, 2025, in Kampala, through his email admin@jamesnoth.com, knowingly and fraudulently uttered a false document (confirmation of supply of universal Adblue) to Gumran’s email address fgumran@gmail.com.

They are also accused of making a false document (invitation for business meeting) dated July 8, 2025, purporting it to have been issued by the Office of the President, whereas not.

Court documents further indicate that the accused persons between June 30 and July 22, 2025 in Entebbe and Kampala attempted to commit a felony of obtaining money $4,952,000 (sh17.7 billion shillings) by false pretense in a purported procurement for the supply of universal Adblue to the government of Uganda against Gumran.
