The ceremony drew government representation, with Vice President (Rtd Maj) Jessica Alupo delivering a message on behalf of President Yoweri Museveni.
In the President's remarks, read by Alupo, Museveni commended the Church of Uganda for its longstanding partnership with the NRM government in delivering social services, such as constructing schools and hospitals, across the country, adding that that was proof that the Church leadership is concerned about the material well-being of the believers.

He urged the new bishop to mobilise Christians in Busoga to actively participate in wealth and job creation initiatives and also emphasised the need to shift from subsistence farming to commercial enterprises in sectors like agriculture, industry, services, and ICT.
“The NRM government is ready to work with the Church and the other faith organisations to mobilise all Ugandans to join the fight against poverty, at the household level,” his message read.

Historically, President Museveni said that the NRM has gained the reputation of being the vanguard of change and transformation.
He said that "Every household must select an economic enterprise to become creators of wealth and jobs, noting that 33% of Ugandan households remain outside the money economy.”

Drawing from scripture, the President’s message highlighted how Jesus Christ specialised as a carpenter and Apostle Paul as a tentmaker, encouraging believers to follow these examples.
The government, he said, has created enabling conditions through peace, infrastructure, and market integration to support private sector growth.

Archbishop Kaziimba, in his address, expressed gratitude for the large turnout and welcomed Bishop Lubaale to the House of Bishops.
Kaziimba also cautioned youth against election-related violence, advocating peaceful political engagement despite differing affiliations, likening it to supporting rival football teams while maintaining love and mutual support.

The new Bishop Lubaale acknowledged predecessors and outlined priorities, including good governance, capacity building, resource mobilisation, and socioeconomic transformation in line with government programs.

Lubaale promised to work with the Busoga Kingdom to promote the “Abasadha N’empaango” meaning “Men are the Pillars” program implemented by Kyabazinga Initiatives, geared at fighting to reduce teenage pregnancies and school dropouts in the Busoga sub-region and country at large.
The outgoing Bishop Naimanhye expressed gratitude for his tenure.

After, Vice President Alupo was joined by Lubaale and his wife, plus other Bishops, to cut a cake that was served to thousands who attended the open-air ceremony at Kyabazinga Stadium. The cake was made by the Presidential Initiative on Banana Industrial Development (PIBID) led by Prof. Florence Isabirye Muranga.
