Gomba service commission officials, inspector of schools charged over corruption

They were remanded till July 25, 2025.

Gomba District Service Commission (DSC) officials and the inspector of schools have been charged with extortion and soliciting bribes. 

The Friday, July 11, 2025, charges before the chief magistrates court followed their arrest by the State House Anti-Corruption Unit (SHACU), working with the Criminal Investigation Directorate (CID) and the Office of the Director Public Prosecution (ODPP).

Service commission officialsChairperson John Bosco Mugerwa, secretary Micheal Muwonge, and inspector of schools Charles Lwanga appeared before the Grade 1 Magistrate Court in Gomba district on charges of demanding money with menaces and conspiracy to commit a Felony. 

They were remanded till July 25, 2025.

SHACU in a statement alleged that the two DSC members between the months of February and November 2024, with intent to steal, conspired and extorted money from different applicants who were required to pay bribes between shillings one million and shillings 20 million to be considered for jobs. Some of the victims eventually secured senior positions within the district.

Additionally, Lwanga was charged with extorting funds from various headteachers in the district by promising them improved postings and promotions.

"These arrests follow President Yoweri Museveni's directive to the unit to investigate and arrest officials involved in the sale of government jobs in the region," SHACU stated. 

Mpigi cases

On June 30, 2025, SHACU, working with CID and ODPP, arrested Mpigi district LC5 chairperson Martine Ssejjemba; DSC chairperson Fredrick Kirumira and Sarah Nakamoga over demanding money by menaces from job applicants within the district.  

They were charged and remanded until 8th July 2025.

"It is alleged that the Mpigi DSC had been selling jobs, with applicants being required to pay bribes ranging from shillings 50,000 and shillings 15 million to be considered for employment," SHACU stated in its statement. 

Their arrest also followed a directive from President Museveni who, during his Parish Development Model (PDM) monitoring tour in the Greater Mpigi area on June 17, 2025, received complaints regarding widespread corruption in the Mpigi District recruitment process and ordered Brig Gen Henry Isoke, the SHACU hear to arrest district officials involved in selling govt jobs.
