Former Makerere University Business School (MUBS) principal Prof. Wasswa Balunywa, who is battling charges of abuse of office in connection with the illegal recruitment of staff, returns to the Anti-Corruption Court today (November 12, 2025).
Balunywa, 68, is expected to appear before the Anti-Corruption Court Chief Magistrate Racheal Nakyazze for the mention of his case. Balunywa has since denied charges of abuse of office.
The offence of abuse of office, under section 10 (1) of the Anti-Corruption Act, attracts a maximum sentence of seven years imprisonment, upon conviction.
Prosecution alleges that Balunywa, a resident of Bugabo Kitara village in Mpigi district, between 2020 and 2023 at MUBS, Nakawa in Kampala, in abuse of the authority of his office, appointed 103 academic staff, 17 administrative staff and 69 support staff, an act that could by law only be performed by the Appointment Committee.
He is also accused of recruiting James Arike, Nathan Nuwagira and Nimrod Kakayi as administrative assistants, well knowing they did not have the academic qualifications for the said positions, thereby creating ineligible costs for the Government.
He allegedly committed the offences between March 15, 2023 and April 13, 2023.
The principal Assistant Director of Public Prosecutions Caroline Nabasa and Chief State Attorney Immaculate Draru Angutoko are prosecuting the case, while lawyer Asuman Matovu is defending Balunywa, who is currently out on bail.
In the first case, Balunywa is charged together with Jacqueline Namaganda, 47, the former MUBs acting human resource director and current chief quality assurance officer, who is accused of neglect of duty, contrary to section 101 of the Anti-Corruption Act. Namaganda is also currently out on a cash bail.
